1 Discussing work plan for 2004-2007
Addressing the topics, timing, host organization and funding for potential joint research programs, training and exchange activities. Realizing the big gaps of ecological networks in this region, USLTER, KLTER, TERN and CERN should play major roles in promoting these activities.
In order to get some solid results for discussion, we would like to make the following suggestions:
(1) Training course of information management of LTER in 2005
?? Trainers--US LTER Network recommend two trainers in the fields of network and site information management respectively.
?? Participants---information managers of the Networks
?? Duration----five working days
?? Location-----Synthesis Research Center in Beijing, or in one of the sites of CERN located in other parts of China
?? Funding------US LTER Office shall cover the costs of the trainers. Other costs should be shared by the participants.
(2) Workshops on collaborative research activities
?? Topics: carbon, water, productivity of ecosystems, biodiversity and forest, grassland, desert and agricultural ecosystems
?? Participants: Key scientists of networks
(3) Exchange activities between networks
?? Key scientists or site and network managers visit each other, learn and share experiences
As to the timing for each afore-mentioned activity, it will be open for discussion based on the availability of funding and other conditions.

2 Discussing bylaw of the regional network
In principle, weˇ d like to accept and implement the bylaw of ILTER approved by the last ILTER meeting held in Manaus, Brazil.
3 Accepting new members
Officially there are six formal members of ILTER in our region, which are Australian LTER Network, CERN, KLTER, MLTER, TERN and US LTER Network. For the rest networks in our region, how could they become the formal members of ILTER?
4 Venue and timing of next meetings for the regional network
5 Fund-raising
Funding is essential for all the activities. How can we find money to support the proposed activities?
