Background of the Project: The Decision Support System Partnership Project for the HKKH Region is a three-year programme of activities initially covering three countries namely Nepal, TAR of China and Pakistan. The Project aims to strengthen the process of decision making approaches used by natural resource managers and assist them in developing and testing a science based analytical model for a protected area site in each country. The Project is a partnership initiative between IUCN, ICIMOD, Ev-K2-CNR and CESVI. The Project is funded by the Ministry of Foreign Affairs Directorate General for Development Cooperation (DGCS), Italy.
Function/Task description: The country coordinator will assist is carrying out project activities in TAR/ China as outlined in the General Operational Plan of the project. Specifically, the country coordinator will have the following responsibilities: Assist in gap analysis of institutional capacities in GIS/DSS among the stakeholders of Qomolungma Nature Preserve, TAR/ China Facilitate and provide expertise in assessment, collection and management of topographical, socioeconomic and biophysical databases as required by the project Establish and encourage data exchange mechanisms among the project partner institutions Assist in documentation and maintenance of a Protected Area management database/meta-database Develop thematic databases as required by the DSS design Provide inputs to design, development and implementation of the DSS Coordinate with national institutions in TAR/ China to carry out project activities, organize workshops and training programmes Assist in developing training materials on GIS/RS/DSS and conducting training courses Prepare reports and periodic working papers on country activities as required by the project Perform other related duties as required by the project and as may be requested by Head, MENRIS Work as a team player within ICIMOD to support other activities and promote institutional goals. Qualifications and Skills: Master’s degree in Natural Resources Management, Information Technology or a related discipline At least 5 years of experience and competence in development of GIS/RS databases and applications to Protected Area/ Natural Resources Management Experience in GIS modelling, RS and DSS applications Understanding of technical and institutional complexities in the HKH region and proven ability to work with international teams Pertinent technical background and appropriate managerial skills Physically fit to undertake frequent travel to remote and difficult mountainous regions Desired expertise, skill and competence: Good working skills in software such as ARC/INFO, ARCView, ERDAS Imagine Knowledge of ArcObjects, Visual Basic programming will be an added advantage Knowledge of spatial modelling, DSS methodologies Language: Demonstrated ability to communicate professionally in English and Chinese; knowledge of other regional language desirable.
Duty station: ICIMOD Headquarters, Kathmandu. Travel to project countries and frequent field visits to remote and difficult mountainous regions may be required.
Duration: For the project period with a probation of 6 months.
Remuneration: Salaries and benefits are based on a modified UN system at the Regional Officer (RO) level commensurate with experience and qualifications.
